Simulated Weather with a Day/Night Cycle

I'd like to suggest an artificial weather system in areas like the beach and apartment to make it more engaging, rather than a static scene.

Maybe weather like an overcast system, storm clouds with lightning in the distance, sunny, partially cloudy and windy if its possible to simulate trees moving in a specific direction without much trouble.

I'd also like to suggest a generic day/night cycle for the beach area, maybe with options to customise it on an individual level with different times for different clients, and a per room setting for the apartment with universal day/night cycles or a static time set by the apartment owner to add further realism and atmosphere.

I agree I would love to have at least a night-time option particularly for the flat.

I imagine this could be accomplished via using OpenGL or other graphics libraries (open shader language, etc) to create atmospheric shaders and day/night time cycle.

I would especially like to see night, but it would be nice to have rain/snow options also. That said I have seen that can happen in a game when they add weather. It can take quite a lot of computer power for the computer to be able to "realistically" recreate rain or snow falling.

Also, how it will interact with the environment. Will things get wet? People, objects, etc.

That said, I think that would be very good idea and add a lot of realism to the game.
